ENOCH MGIJIMA WASTE RECYCLING MULTI BUY BACK CENTRES OPERATOR PARTER

CHDA, registered as the Chris Hani Development Agency, is a state – owned company (SOC) and is wholly owned by the Chris Hani District Municipality. The CHDA is hereby inviting Expression of Interest for the appointment of a suitably qualified and experienced Enoch Mgijima Waste Recycling Multi Waste Buy Back Centres Operator Partner for a period of ten years.
Issue of EOI Documents: Documents will be available as from Wednesday, 24 March 2021 and can be collected between 09:00am – 16:00pm from CHDA offices, Receptionist – Ms. Nombulelo Nyokana (Email: nombulelo@chda.org.za), or Ms. Ziyanda Msindwana (E-mail: ziyanda@chda.org.za), 15 Warner Street Southbourne in Queenstown at a non- refundable cost of R 300.00 per document upon submission of a proof of deposit to the following bank account:

PLEASE NOTE : The copy of the proof of EoI document payment must also be attached to the submitted EoI document.
There will be Compulsory Site Clarification where only small groups of potential bidders who have face masks on them may be allowed into the Sites proportion to adhere to Covid-19 regulations. Delegates will meet CHDA officials outside the gate at the site as per the following details:

Prospective bidders who arrive more than 20 minutes late will not be allowed to complete the Site Visit attendance register for participation. It is compulsory for only bidders who arrived on stated time to sign the Site Visit attendance register in clear and eligible writing. Failure to do so will result in the affected potential bidder being considered non-responsive. Two other Waste Recycling Transfer Stations Sites shall be visited in Lesseyton and Ilinge after the Ezibeleni Waste Recycling Buy-back Centre site visit had been conducted.

Bidders shall take note of the following conditions:
- CHDA seeks to establish a minimum of ten years’ partnership for the operations of the Enoch Mgijima Waste Recycling Buy Back Centres which are located in Komani within the Chris Hani District of the Eastern Cape.
- CHDA and the Community Component will contribute Capital Infrastructure towards the operations of the Waste Recycling Buy Back Centres.
- The required partner shall be responsible for managing the entire business operations of the Enoch Mgijima Waste Recycling Buy Back Centres which will include supply additional equipment, maintenance of all facilities and equipment, Human Resources Management, development and implementation of operational plan, marketing and sales management.
- The prospective interested parties must submit comprehensive and clear proposals that sufficiently respond to the objectives which are outlined in the detailed terms of reference with their completed EOI documents.
- Functionality Criteria qualification will be assessed on the responsive EOI’s documents.
- Only EOI’s which earn a minimum of 70% and more Functionality Criteria Points shall qualify for selection.
- The bidder that earns the highest Functionality Points shall be selected for the Centres’ Operator Partner ship.
- The B-BBEE Status Level of Contributor points will be used when it is necessary for breaking any tie of Functionality Points during the Panel members Selection process (The bidder that has validly claimed the highest B-BBEE Status Level of Contributor points will be given the preferential advantage; however when the B-BBEE Status Level of Contributor points are also equal, the tie will be resolved by the drawing of lots.
- Bidders who wish to claim for preferential points in terms of the Preferential Procurement Regulations, 2017, must submit a completed MBD 6.1 form as well as an original or certified copy of the proof of B-BBEE status level of contribution (Certificate or Affidavit), as failure to do so will result in nil points being scored for BBBEE contribution level.
- For EOI documents to be responsive, the following must be submitted by all bidders:
- Completed Invitation to EOI (MBD1).
- A valid copy of a SARS Tax Clearance Certificate or of a valid SARS Tax Compliant PIN document.
- Completed Declaration of Interest form (MBD4).
- Completed Declaration of Bidder’s Past Supply Chain Management Practices (MBD8).
- Completed Certificate of Independent Bid Determination (MBD9).
- Proof that the bidder is registered with the Central Supplier Database (CSD).
- All EOI documents must be submitted with a letter/ certificate of the municipal account status good standing or a valid copy of the latest statement of the municipality account for rates/ taxes and services issued by the relevant municipality.

- Bidders who wish to claim for preferential points in terms o the Preferential Procurement Regulations, 2017, must also submit a completed form MBD 6.1 as well as an original or certified copy of the proof of B-BBEE status level of contribution (Certificate or Affidavit), as failure to do so will result in nil points being scored for BBBEE contribution level.
- All EoI documents are to hold good for a period of 90 days.
- Bidders to note that no pricing will be required on submission of EOI.
- Bidders are required to sign the EOI submission register at the CHDA Reception area when submitting their EOI documents with their proposals.
- EOIs documents which are late, incomplete, unsigned or submitted by fax or electronically, will not be accepted..
Completed EoI documents must be delivered in a sealed envelope, marked with the EOI reference number and description, to the EOI Box in CHDA situated at 15 Warner Street, Southbourne, Queenstown, 5320, not later than Friday, 23 April 2021, 12:00 and they will be opened in public immidiately.
