EXPRESSION OF INTEREST NOTICE

FOR

THE PANEL OF MANUFACTURERS AND DISTRIBUTORS OF AGRICULTURAL INPUTS

EOI REF: EOI/01/24-25

Manufacturers and Distributors are required for supplying the following input’s types for a renewable period of twelve (12) months:

  • Granular, Liquid and Speciality Fertilisers;
  • Agronomic Crops Seeds; and
  • Agro Chemicals

 Only a maximum of 5 or less Manufacturers and Distributors of Agricultural Inputs may be selected for each of the above categories of agricultural inputs types.

 

The selection processes will only be based on the Functionality Criteria.

Service specific quotations will only be invited from the Manufacturers and Distributors of agricultural inputs that have been selected into the Panel. The Evaluation will then be based on the 80/20 preferential points system, where 80 points will be allocated for price and 20 points for will be allocated to Specific Goals.

The detailed terms of reference and Functionality Criteria are outlined in the Expression of Interest document.

 No Briefing Session will be held.

Issuance of EOI Documents:  Documents will only be available as from Monday, 09th of September 2024 between 08:00am – 16:00pm from CHDA offices, Receptionists – Ms. Nombulelo Nyokana (Email: nombulelo@chda.org.za) at a non- refundable cost of R 300.00 per document upon submission of a proof of deposit to the following bank account:

In addition to the above, the following minimum requirements must be noted:

  • The Manufacturers and Distributorsmust be registered with the Department of Agriculture Land Reform and Rural Development / Professional / regulatory organization, e.g. Agricultural Inputs Control, Crop Life South Africa (AVCASA), etc. . If the service provider is not registered with any of the organisation, the expression of interest will not be accepted.  
  • Expression of Interest (EOI) documents must be submitted with a proof document indicating that the Bidder’s tax matters are in good standing, e.g. copy of a valid SARS Tax Compliance Status PIN document.
  • All forms in the EOI documents must be completed in full, as failure to do so may render the submission invalid or result in disqualification.
  • All submitted documents are to hold good and remain valid for a period of 90 days.
  • All applicants to note that a Functionality assessment process will be undertaken for selection purposes.  Applicants must meet a minimum score of 70 points/ 70 % or more in functionality assessment to qualify for Selection.  
  • Failure to meet the minimum score of 80 points / 80 % or more in functionality assessment will result in the EOI being considered non-responsive and therefore not considered for selection into the Panel of Manufacturers and Distributors of Agricultural Inputs.
  • The Functionality Criteria will assess:
    • Registration with the Department of agriculture land reform and rural development / professional / regulatory organization;
    • Experience;
    • Expertise;
    • Financial Capacity; and
    • Mentorship capacity.
  • The Specific Goals points will be used when it is necessary for breaking any tie of Functionality Criteria Points during the Panel members Selection process (The bidder that has validly earned the highest Specific Goals points will be given the preferential advantage; however when the Specific Goals points are also equal, the tie will be resolved by the drawing of lots).

In quest for value for money and fair competition, the 80 or 90 points for each preference point system will be allocated for price and calculated according to the PPR’s, 2022 formula.

 

  • Applications should be submitted with a letter/certificate of good standing or latest statement of account for rates/ taxes and services issued by the relevant municipality or with the property lease agreement if the bidder is not directly liable for payment of municipal rates and charges or with the proof of address letter from the Ward Councilor.  
  • Applicants to note that EOI documents which are submitted late, incomplete, unsigned or submitted by fax or electronically, will not be accepted.

Completed EOI documents must be delivered in a sealed envelope, marked with the EOI reference details and description, into the Tender Box in Chris Hani Development Agency situated at 15 Warner Street, Komani, 5320, not later than Monday, 23rd September 2024, 11:00 am.
