EXPRESSION OF INTEREST NOTICE

CHDA, registered as the Chris Hani Development Agency, is a state – owned company (SOC) and is wholly owned by the Chris Hani District Municipality.  The agency is in the process of establishing a Panel of suitable Mechanical Services and Repairs of QMC Machinery and Equipment for supplying a variety of agricultural related projects. The Agency is therefore calling for the expression of interest from only suitably accredited and experienced Mechanical Services and Repairs of QMC Machinery and Equipment who can be appointed to the Panel of Mechanical Services and Repairs of QMC Machinery and Equipment for a period of 36 months according to the following details:

THE PANEL OF MECHANICAL SERVICES AND REPAIRS OF QMC MACHINERY AND EQUIPMENT.

 The mechanical services and repairs of QMC machinery and equipment

Are required for the following categories of service types.

  • Expression of interest for establishment of panel for mechanical repairs & service of machinery and equipment for Qamata Mechanisation Centre. CHDA is establishing a Panel for companies that are providing the following Service:
  • Mechanical repairs & Servicing of the diesel machinery tractors, combine harvesters and agricultural implements.
  • Supply and delivery of tractor and implements parts and perform ad-hoc activities   for Qamata Mechanisation Centre which is 60 km from Komani and 15 km from Cofimvaba.  
  • Provision of mobile mechanical services to attend breakdowns onsite and offsite.
  • Implement maintenance plan to avoid breakdown and enhance lifespan of implements.
  • The Panel will be valid for period of 12 months and will be renewed based on performance.
  • Panel is for maximum of 5 or less service providers.
  • Requirement will be a Qualified Artisan with Diesel Mechanic Certificate (Proof of trade test certificate on Diesel mechanics). Failure to submit proof of certification will result in disqualification.

 Only a maximum of 5 or less Mechanical Services and Repairs of QMC Machinery and Equipment service provider may be selected for each of the above categories of mechanic services category.

 The selection processes will only be based on the Functionality Criteria.Service specific quotations will only be invited from Mechanical Services and Repairs of QMC Machinery and Equipment that have been selected into the Panel. The Evaluation will then be based on the 90/10 or 80/20 preferential points system, where 90 or 80 points will be allocated for price and 10 or 20 points for will be allocated to Specific Goals.

No Briefing Session will be held.

In addition to the above, the following minimum requirements must be noted:

  • Mechanical Services and Repairs of QMC Machinery and EquipmentService Providers should have a valid Diesel mechanic Trade test accreditation. Failure to submit proof of certification will result in disqualification.
  • Expression of Interest (EOI) documentsmust be submitted with a proof document indicating that the Bidder’s tax matters are in good standing, e.g. copy of a valid SARS Tax Compliance Status PIN document.
  • All forms in the EOI documents must be completed in full, as failure to do so may render the submission invalid orresult in disqualification.
  • All submitted documentsare to hold good and remain valid for a period of 90 days.
  • All applicants to note that a Functionality assessment process will be undertakenfor selection purposes.  Applicants must meet a minimum score of 70 points/ 70 % or more in functionality assessment to qualify for Selection.  
  • Failure to meet the minimum score of 70 points / 70 % or more in functionality assessment will result in the EOI being considered non-responsive and therefore not considered for selection into the Mechanical Services and Repairs of QMC Machinery and Equipment
  • The Functionality Criteriawill assess:
    • Trade Test with diesel mechanic qualification;
    • Expertise; and
    • Ownership of Mobile mechanical vehicle
  • The Specific Goals points will be used when it is necessary for breaking any tie of Functionality Criteria Points during the Panel members Selection process (The bidder that has validly earned the highest Specific Goals points will be given the preferential advantage; however, when the Specific Goals points are also equal, the tie will be resolved by the drawing of lots).

In quest for value for money and fair competition, the 80 or 90 points for each preference point system will be allocated for price and calculated according to the PPR’s, 2022 formula.

 

  • Applications should be submitted with a letter/certificate of good standing or latest statement of account for rates/ taxes and services issued by the relevant municipality or with the property lease agreement if the bidder is not directly liable for payment of municipal rates and charges or with the proof of address letter from the Ward Councilor.  
  • Applicants to note that EOI documents which are submitted late, incomplete, unsigned or submitted by fax or electronically, will not be accepted.

 Completed EOI documents must be delivered in a sealed envelope, marked with the EOI reference details and description, into the Tender Box in Chris Hani Development Agency situated at 15 Warner Street, Komani, 5320, not later than Monday, 6th September 2024, 11:00 am.
