PANEL OF TRAVELLING SERVICES PROVIDERS

BID REF: EOI/04/24-25

 CHDA, registered as the Chris Hani Development Agency SOC LTD is wholly owned by the Chris Hani District Municipality.  CHDA requires services of suitable service providers in order to pursue the implementation of its regional economic development mandate.

 

CHDA seeks to appoint a maximum of three (3) suitably accredited and experienced service providers to provide travel management and related services for a period of twelve months. The service providers will also provide after – hours travel and related services support, as and when required. Services will include both domestic and international travel management services such as air travel arrangements, accommodation, car hire, support for arrangement of visas, arrangements of foreign currency, etc. Standardized services rates will be negotiated with the selected Panel members.

The detailed terms of reference and selection criteria are indicated in the bid document. No Briefing Session will be held.

 Bid documents will be available as from Friday, 20th of September 2024 and can be collected between 08:00am – 16:00pm from CHDA offices, Receptionist – Ms. N. Nyokana (Email: nombulelo@chda.org.za), at number 15 Warner Street in Komani at a non- refundable cost of R 300.00 per document upon submission of a proof of deposit to the following bank account:

In addition to the above, the following minimum requirements must be noted:

  • The CHDA Supply Chain Management (SCM) Policy will be applied for the evaluation and for the adjudication of Bids.
  • Bids must be submitted with a copy of a valid SARS Tax PIN document.
  • This Bid and offered services rates will be valid for a period of 90 days.
  • All forms in the Bid documents must be completed in full, as failure to do so will render the submission invalid and result in disqualification.
  • Bidders to note that Bids documents which are late, incomplete, unsigned or submitted by fax or electronically, will not be accepted.
  • A Functionality Criteria will be applied for the evaluation of responsive bidders for selection purposes.
  • Theminimum qualifying score for the following functionality criteria will be 70 points, and bids that fail to achieve the minimum qualifying score will be disqualified:
  • Company Sustainability & Experience  (60 points)
  • Company Expertise                                 (30 points)
  • Professional Affiliation                           (10 points)

  • Only bids which earn a minimum of 70 functionality pointsmay be selected for appointment to the Panel of Traveling Services.
  • The following Specific goals points will be used when it is necessary for breaking any tie of Functionality Points during the Panel members Selection process (The bidder that has validly claimed the highest Specific goals points will be given the preferential advantage; however, when the Specific goals points are also equal, the tie will be resolved by the drawing of lots):

In quest for value for money and fair competition, the 80 or 90 points for each preference point system will be allocated for price and calculated according to the PPR’s, 2022 formula.

 Completed Bids documents must be delivered in a sealed envelope, marked with the Bid reference details and description, to the Bid Box in CHDA situated at number 15 Warner Street, Komani, 5320, not later than Friday, 4th of October 2024, 11:00. Bids will be opened in public immediately after the bidding closing time. Bidders must also complete the correct Bid Submission Register at the CHDA Reception Area for records management purposes.
