REQUEST FOR QUOTATIONS

           RFQ/016/24-25

Quotations are hereby requested for PROVISION OF EXISTING ALARM SYSTEM & CCTV CAMERA SYSTEM REMOTE LIVE MONITORING WITH ARMED BACK UP SECURITY SERVICES FOR A PERIOD OF 8 MONTHS, according to the following specification / terms of references:

  • The existing Security Alarm and CCTV Cameras system in the CHDA office building at number 15 Warner Street in Komani was upgraded with internet link for live remote and mobile Application monitoring.
  • The remote live view monitoring must be done 24/7 in a suitable control room and through smart phones monitoring application (App).
  • The preferred service provider’s control room shall be inspected before the contract may be awarded.  
  • Necessary maintenance services of the upgraded security system must be provided by the contracted service providers in line with the warrantand the guaranteed provisions of the system software and hardware.
  • The contracted service provider will be responsible for armed Security back up services and for routine visible patrolling around the CHDA Office premises.
  • Armed Security response time must be between 5 to 10 minutes.
  • When the response time has been delayed, the responsible service provider shall be accountable for all the CHDA losses and damages.
  • Security incidents reports must be submitted to CHDA within a period of 12 hours and contractual performance reports with necessary security alerts recommendations must be submitted monthly.
  • Crime incidents must be reported to SAPS by the services provider in consultation with CHDA within a period of 24 hours.
  • Any necessary Security systems upgrades by the appointed service provider must be concluded within a period of 7 days after the purchase order has been awarded.
  • Service providers must attend the compulsory Briefing and Site Inspection Sessionin which they must sign the attendance register before their proposals can be considered.

 COMPULSORY SUBMISSION DOCUMENTS, EVEN IF THEY WERE SUBMITTED BEFORE:

  • Submit a copy of the National Treasury Central Supplier Database (CSD) registration summary report.
  • Service providers should also complete & submit the MBD 4 form to declare the interest of the Directors of the Company.
  • Submit a valid copy of a SARS Tax Pin document.
  • If a supplier is not a VAT vendor, VAT must not be included, otherwise all the prices must include VAT.
  • Certified Directors ID copy(ies) must be submitted.
  • Valid proof of address/lease agreements/rates account statement, etc. must be submitted.
  • Certification document from a medical practitioner must be submitted as proof of disability if the bidder’s Director(s) want(s) to claim points of people living with disability.
  • The Security Systems and Services Providers must be registered with PSIRA and must submit the copy of their valid registration documents.
  • Service Providers must submit copies of their valid Liability Insurance Policy Cover.
  • Proposals and quotations will be accepted only from reputable service providers that have a minimum of three full years’ experience and a minimum of three contactable references of other clients to whom the similar services had been rendered to.

 EVALUATION CRITERIA (Only applicable to quotations/ tenders that are above the value of R2 000.00)

  • The 80/20 preference points system Evaluation Criteria will be applied.
  • 80 points will be allocated for Price and the following formula will be applied for calculating Price points for each tender:

Ps = 80 [1 – (Pt – Pmin)]

Ps = Points scored   for price of tender under consideration

Pt = Price of tender under consideration; and

Pmin    = Price of lowest acceptable tender.

  • 20 points will be allocated for Specific Goals as follows:

 Black ownership (Max. 10 points)

  • 10 points will be allocated only to a 100% black owned company[Verification document(s) = Copy of CSD registration and certified ID copy(ies) of entity’s director(s)

 Locality (Max. 5 points)

  • 5 points will be allocated only to service providers that are located within the Chris Hani District (CHD) jurisdiction [Verification document(s) = Valid proof of address, e.g. municipal services rates account statement, Official Proof of Address document from a Ward Councillor, property lease agreements, etc.]

 Youth ownership (Max. 2.5 points)

  • 2.5 points will be allocated only to service providers that have 100% youth ownership [Verification document(s) = Copy of CSD registration and certified ID copy(ies) of entity’s director(s)]

 People living with Disability (Max. 2.5 points)

  • 2.5 points will be allocated only to service providers that are 100% owned by people living with disabilities [Verification document(s) = Disabilitycertification document(s) from a medical practitioner]
  • The points scored for price must be added to the points scored for the specific goals and the total must be rounded off to the nearest two decimal places.
