REQUEST FOR QUOTATION

Quotations are hereby requested for the PROVISION OF EMPLOYEE VETTING AND COMPETENCY ASSESSMENT SERVICES – ONCE OFF (2 X CANDIDATES) – MANAGER: MECHANISATION/CROPPING according to the following specification / terms of references:

  1. Employee vetting and background checks:

Confirmation of driver’s license, qualifications, security and fraud listing, criminal and background record checks / clearance

  1. Competency assessments: accredited assessment in line with provided job specifications:

Cognitive ability and reasoning ability measurement

General reasoning testing

Personality and behavioural testing

Project exercise and role-playing testing in line with job specification and competency testing

Reporting and feedback

[This is inclusive of both COGTA – accredited assessment batteries for similar position in local government, as well as custom-designed assessment]

 Functionality Criteria 80/20, with mandatory pre-qualification / functionality (minimum 70%)

Company experience

MIE vetting assignments                                       30 points

COGTA-accredited competency assessments     30 points

Specially designed competency assessments      20 points

Experienced psychometrists                                 20 points

Total                                                                     100 points

Phase1: Pre-qualification required due to complexity and nature of service to be provided

  • Company experience

(min of 5 companies for whom MIE vetting assignments have been conducted in past 24 months with contactable references) _ 30 points

(min of 5 companies for whom COGTA-accredited competency assessments have been conducted in past 24 months with contactable references) _30 points

(min of 5 companies for whom specially designed competency assessments have been conducted in past 24 months with contactable references) _20 points

  • Resource expertise

(min of 2 qualified and experienced psychometrists with professional accreditation to be provided, with CV and proof of qualifications) _ 20 points, at 10 points each

Phase2: 80/20 evaluation in line with the CHDA SCM Policy and Preferential Procurement Regulations, 2022.

 NB: only bidders responded on the attached response sheet will be considered further on evaluation stage

The closing date and time for the submission of quotations is Wednesday, 13 November 2024 @12h00

COMPULSORY SUBMISSION DOCUMENTS, EVEN IF THEY WERE SUBMITTED BEFORE

  • Submit a copy of the National Treasury Central Supplier Database (CSD) registration summary report.
  • Service providers must complete & submit the MBD 4 to declare the interest of the Directors of the Company.
  • Submit a valid copy of a SARS Tax Pin document.
  • If a supplier is not a VAT vendor, VAT must not be included, otherwise all the prices must include VAT.
  • Service provider must provide 2 proof documents of rendering similar services for reference purposes (e.g. copies of Purchase Orders, appointment letters or signed contracts of completed services).

 EVALUATION CRITERIA (Only applicable to quotations/ tenders that are above the value of R2 000.00)

  • The 80/20 preference points system Evaluation Criteria will be applied.
  • 80 points will be allocated for Price and the following formula will be applied for calculating Price points for each tender:

Ps = 80 [1 – (Pt – Pmin)]

 Where

Ps = Points scored   for price of tender under consideration

Pt = Price of tender under consideration; and

Pmin    = Price of lowest acceptable tender.

  • 20 points will be allocated for Specific Goals as follows:

Black ownership (Max. 10 points)

  • 10 points will be allocated only to a 100% black owned company[Verification document(s) = Copy of CSD registration and certified ID copy(ies) of entity’s director(s) not older than 3 months]

 Locality (Max. 5 points)

  • 5 points will be allocated only to service providers that are located within the Chris Hani District (CHD) jurisdiction  [Verification document(s) = Valid proof of address, e.g. municipal services rates account statement, Official Proof of Address document from a Ward Councillor or property lease agreements]

 Youth ownership (Max. 2.5 points)

  • 5 points will be allocated only to service providers that have 100% youth ownership [Verification document(s) = Copy of CSD registration and certified ID copy(ies) of entity’s director(s)]

 People living with Disability (Max. 2.5 points)

  • 5 points will be allocated only to service providers that are 100% owned by people living with disabilities [Verification document(s) = Disabilitycertification document(s) from a medical practitioner]

 

  • The points scored for price must be added to the points scored for the specific goals and the total must be rounded off to the nearest two decimal places.
